A Technical Advisory Service Agreement is signed between ITS and Meliã Hotels International, according to which Meliã is going to advice ITS during the design and construction phases of a family hotel to be located in Salamansabay, S. Vicente.

The Minister of Tourism and Meliã Hotels International managers visit Salamansabay, to recognize its excellent environmental condition and tourism potential, and to express to the media their support to the Salamansabay project.


June 8, 2016

A Hotel Management Agreement is signed between ITS and Meliã Hotel International, based on which Meliã Salamansabay Resort and Spa, a 5-star hotel to be located in Salamansabay, will be managed by this Spanish hotel chain.

July 5, 2016

ITS signs a protocol with the Municipality of S. Vicente, as per which this public entity, regarding Salamansa Village, is going to:
  • promote the elaboration of a Urban Development Plan and a Detailed Plan and ensure their implementation, in dialog with ITS;
  • Ensure its harmonious urban development;
  • Request the ITS’s opinion on proposals for urban interventions that have a major impact on its development;
  • Support initiatives of social and environmental nature.
The Municipality of S. Vicente does agree as well, regarding Salamansabay Project, to
  • Approve the projects within a maximum of 30 days, once delivered in accordance with the relevant laws and regulations;
  • Take into account studies and technical opinions promoted and financed by ITS;
  • Take  advantage and actions regarding the impacts and induced effects that will result from the implementation of the project.
ITS is taking the commitment of:
  • Development of Salamansabay Project;
  • Helping to improve the quality of life of local residents;
  • Helping to develop urban and environmental requalification of Salamansa Village;
  • Financing the training and professional enhancement of local residents;
  • Creating employment opportunities for local residents.

October 20, 2017

The Government of Cabo Verde approves the Land Management Plan of Salamansabay, which covers about 500 hectares of coastal land, encompassing six Tourism Development Subzones, an artificial beach and a Technical Area to install utility services.

November 10, 2017

The Government of Cabo Verde gives a package of fiscal incentives to ITS, as an encouragement to implement the Stage 1 of Salamansabay, requiring, in compensation, the construction of public infrastructures and the creation of employment opportunities.

November 14, 2017

ITS’s Board meets the City Council of S. Vicente and delivers the Meliã Salamansabay architectural project, asking its quick approval.

February 21, 2018

Its and National Direction of Environment present the environmental impact study of the Meliã Salamansabay project and of the proposed artificial beach to the populations of Salamansa Village and Mindelo City. ITS receives good reactions and public encouragement to implement the projects.

April 1, 2022

About 56 hectares of Stage 1 land were detached from Salamansabay 500 hectares, and individualized into four independent macro plots, each one with its own PIN – Property Identification Number, thus meeting the registration conditions to integrate autonomous businesses and to serve as collateral for financing, if necessary.

The Government homologates the environmental impact study regarding the construction Meliã Salamansabay and utilities and, therefore, gives the environmental authorization to build this hotel on the proposed location.

The Government also homologates the environmental impact study concerning the construction of an artificial beach, with 1-kilometer-long and 50-meter width, including two breakwaters.

Up to 2023

All studies and Project execution, start of construction of access roads and placement of “tout-venant”, opening of the platform for the construction of Meliã hotel, golf course terrain modeling, placement of more than four hundred ornamental plants on the access and golf course land, collection of large boulders to protect the beach.
